Capacity Building for Strengthening National Response of HIV/AIDS in Rwanda.

Background

The activities of this project will strengthen the institutional capacity of CNLS in planning, management and coordination of the national response to HIV/AIDS pandemic in Rwanda . Management capacity building will provide CNLS with the necessary technical capability to mainstream and coordinate response to HIV/AIDS. The national multi sectoral plan stipulates the need for the involvement of all sectors in the fight against HIV/AIDS. Similarly, the national strategic framework provides for the involvement of decentralized structures that reach all segments of society. Technical assistance will improve the planning and coordination through improvement and use of sound management of information system. Interventions at decentralized levels will be more rationally coordinated for better impact. The activities complement inputs and interventions by other development partners. The achievement of the project will contribute to the efforts of the Government of Rwanda towards the improvement of the health and socio-economic condition of the people. The assistance of UNDP will be complementary to the interventions provided by other development partners and has potential to have considerable impact in the fight against HIV/AIDS. The Project RWA/03/003 is partly a modification of RWA/99/028, under which UNDP provided assistance for the establishment of CNLS and the development of operational systems, and partly a new project to emerging needs within the national response to HIV/AIDS pandemic.

OBJECTIVES
The control of the spread of HIV/AIDS and the reduction of the socio-economic impact will be strengthened through sustained capacity building in planning and coordination of the national response in all sectors and segments. Capacity building for decentralized levels will enhance their effectiveness in reducing the spread and impact of HIV/AIDS the country. Socio-economic impact of HIV/AIDS among the vulnerable women and households headed by infected and affected women will be improved through assistance for sustainable micro project activities of Community Based Organizations (CBOs) in five provinces.

  • Continued support to National Response to combat HIV/AIDS
  • Implementation of the Project under ADB support to CNLS
  • Implement projects under Global Fund support
  • Continue capacity and institutional building of CNLS and its decentralized structures in the areas of planning, coordination and management of National strategy on mainstreaming of HIV/AIDS in sectors
  • Advocate for the mainstreaming of HIV/AIDS in the national budget
  • Support the review of national policy on HIV and Strategic framework
  • Socio-economic mitigation of the impact of HIV/AIDS
