Memorandum Of Understanding (MOU) signed between the Ministry of health and development partners on Health programmes:
The Ministry of Health and development partners have signed a memorandum of understanding (MoU) with ten development partners aimed at identifying priority areas for funding in the health sector. The partners include Belgium, Germany, European Commission, Africa Development Bank (ADB) and the UN Agencies in Rwanda represented at the signing ceremony by the UN Resident Coordinator.
The Government and its partners use the Sector Wide Approach (SWAP) which streamlines the roles and targets of government and the donors as collective partners. The SWAP provides for a consensus between both sides. “This is a big step taken because it will lead to harmonisation where we shall jointly monitor and evaluate activities that we carry out,” said Minister of Health, Dr. Jean damascene Ntawukuriryayo, calling on the other development partners in the country to embrace the sector budget support programme.
It is expected that the harmonization of development aid will play an important role in pushing forward the Millennium Development Goals (MDG) agenda, including Reducing by two thirds the mortality rate among children under five between 1990 and 2015, improving maternal health, and combating HIV and AIDS, malaria and other diseases. |
