HIV/AIDS, Gender and Justice

IntroDUCTION
This new Unit was set up to provide strategic program planning for supporting Rwanda in the cross-cutting areas of Justice, gender and the fight against HIV/AIDS.
JUSTICE

The strengthening of the justice sector is a priority for the country in securing peace. Hence UNDP is helping the Supreme Court to develop the necessary capacity to support the judicial system, the Ministry of Justice to bring fair and equitable justice and deliver justice to the poor, the Gacaca process is also supported to facilitate reconciliatory justice, which is crucial in post genocide Rwanda. These support projects are all part of the project Good Governance for Poverty Reduction. A new project to support the National human rights commission has also been finalized. As a co-chair of the Justice Sector Coordination Group, UNDP has continued its support for the establishment of a Justice Sector by providing funds for the elaboration of a harmonized Justice Sector Plan and Budget in line with Government priorities.

GENDER
Gender is a cross cutting development issue that UNDP believes that all unit programs should address. In particular UNDP has funded UNIFEM and activities have been developed to support initiatives in combating Gender Based Violence and a new project document to support MIGEPROF action plan has been elaborated. In the framework of mainstreaming gender into other programs, the Governance Unit is providing support to the Women Parliamentarian forum in elaboration of their strategic plan as well as in assisting them to organize Town Hall meetings at district and province levels so that women MPs may meet with their constituencies. UNDP is also providing support to the parliamentarians in elaborating the law on gender-based violence because until now gender based violence is not considered as a crime.
Gender Mainstreaming has been recognised by the UN as a globally accepted stratrategy for promoting gender equality, to ensure that all programme activity effectively takes gender equality into consideration and that efficiency in all programmes has a maximum impact.This has been established in the current UNDP corporate gender strategy and the RBA Gender Strategy. in order to better fulfill this commitment at the national level, UNDP CO in Rwanda has developed a country office gender mainstreaming strategy.
HIV/AIDS
Supporting the government strategy to fight against HIV with emphasis on the strategic support to capacity building of CNLS, supporting the development of government proposals to global fund, especially in supporting capacity building for the health sector and the implementation of the ADB funded project.
