Background
The Integrated Framework (IF) is an initiative to assist LDCs in expanding trade, while contributing to rapid and sustained growth with poverty reduction. The process is agreed and encouraged by IMF, ITC, UNCTAD, UNDP, World Bank and WTO. Since 2004, Rwanda has undertaken the process of the Integrated Framework (IF) to analyze barriers to trade, identify opportunities for growth and build consensus on the key priorities for action. A key outcome of this process will be to mainstream trade in Rwanda 's Poverty Reduction Strategy as well as expanding Rwanda 's participation in the global economy, thereby enhancing its economic growth and poverty reduction strategies.
To manage the Integrated Framework Process in Rwanda a secretariat was established in the Ministry of Commerce, Industry, Investment Promotion, Tourism & Cooperatives (MINICOM) under the Secretary General (Focal Point). A range of activities have been carried out by the IF Secretariat working with international consultants, including wide ranging consultations on the analysis and development of the detailed Diagnostic Trade Integration Study (DTIS). A plan of action has now been put in place in order to implement the findings of the DTIS, based on a prioritisation of activities by the National Steering Committee.
OBJECTIVES
The aim of this project is twofold:
a.) to support the MINICOM to finalize its strategic Plan and identify capacity building needs for MINICOM and its agencies, and b.) to support MINICOM in assessing the DTIS recommendations and developing projects for their implementation.
The first element will seek to develop a strong and viable structure capable of managing the effective implementation of projects derived from the Diagnostic Trade Integration Study. While the second element will provide consultancy support to MINICOM to implement the DTIS recommendations.
EXPECTED OUTPUTS
a.) A strengthened MINICOM, able to set policies and strategies and effectively monitor and evaluate the performance of its agencies.
This will be monitored by analysis of MINICOM's achievements in line with its Action Plan, as well as its budget execution.
b.) A s trengthened IF Secretariat in MINICOM able to lead the implementation of DTIS recommendations.
To be monitored by a yearly Commercial Sector Review to assess progress.
