Support project to the Ministry of Infrastructure (MININFRA) in Information Communication Technology (ICT) Policy and E-Government 2005-2006

Background

The Government of Rwanda recognises the economic potential of Information and Communication Technology (ICT), which it mainstreamed in it's Vision for Rwanda 2020 (VfR-2020) and the ICT-led Socio-Economic Development Policy and Plan for Rwanda (NICI Plan I).
The main aim of this project is to support the Ministry of Infrastructure (MININFRA) in the formulation of the National ICT Policy and Plan 2 (2006 – 2010). This project will also, in support to the implementation of national e-government programme, aim at improving public access to information through the establishment of Public Information Kiosks (PIKs) in each ministry and province. This project will have two major components namely : ICT Policy Support and Improving Public Access to Information.

OBJECTIVES

This project is supporting Rwanda in its progress to achieve the Millennium Development Goals of which it is on Track. Specifically this project is supporting the nation progress in the goal number eight “Develop a global partnership for development” through the ICT Policy and E-Government support.
Sepcifically, the project has two main aims, namely:

  • Support the Government in the formulation of the National ICT Policy and Plan 2 (2006 – 2010)
  • Supporting the Government in the implementation of the national e-government programmes, in particular - improving public access to information through the establishment of Public Information Kiosks (PIKs) in each ministry and province
EXPECTED OUTPUTS
  • A National ICT Policy and Plan II (2006-2010) and its resource mobilization document adopted by the Government of Rwanda
  • Participation of Rwanda at the World Summit on Information Society (WSIS) in Tunis. Rwanda is expected to show case its ICT experience as a way of mobilising partners for the NICI II implementation as well as attracting pontential investors
  • A comprehensive feasibility study report of the establishment of Public Information Kiosks (PIKs) with funds to install them mobilsed in each province and ministry with graphical interfaces in French, English and Kinyarwanda that will allow majority of the citizens access Government information online.
