Support to the Five Year Decentralization Implementation Programme (DIP5)

Background

The Government of Rwanda adopted the National Decentralization Policy in May 2000. It was designed to ensure political, economic, social, administrative and technical empowerment of local populations to fight poverty by participating in planning and management of their development process. The Policy favors the representation of women at various administrative levels

Decentralization is one of the leading reforms underway in Rwanda and it is at the heart of poverty reduction strategies and MDGs achievement. Indeed, a successful decentralization entails increasing of communities’ rights, promoting innovation and participation, promoting responsible leaders through democratization, delivering basic services and creating grass roots structures for transparency and accountability. MINALOC (Ministry of Local Government) is the leading ministry in implementing decentralization, community development and social affairs.

OBJECTIVES

This project aims to support the Ministry of Local Government, (MINALOC) in effectively managing the execution of the Government of Rwanda 's five year Decentralization Implementation Plan (DIP). As such, the project will focus on four main areas of support (i) Improved Coordination of Decentralization interventions, (ii) improved Monitoring and Evaluation for decentralization, (iii) Capacity building for decentralization, and (iv) general Institutional support to Ministry of Local Governance (MINALOC)

EXPECTED OUCOMES
Implementation of the Decentralisation Process(DIP-5years) at central and local level as well as the reinforcement of the capacities for the decentralised entities,Gender sensitive decentralisation process evaluation completed,NDIS new prodoc draft,new framework and structure for imihigo in 2010 developed,Admistrative and financial manual is reviewed and distributed,100 new staff from districts and 416 from sectors receiving induction courses,30 DDPs updated,Manual califying roles and responsibilities between council and excutive committees produced and study on citizen report cards finalised.
EXPECTED OUTPUTS/ANNUAL TARGETS

(i)Structure/framework in place for improved coordination
(ii)M&E system elaborated and implemented
(iii)Capacity Strengthening framework for provinces and local governments
(iv)Institutional capacity building programme for MINALOC

ACHIEVEMENTS

The main achievements are the design and the implementation of new administrative structures and new management systems. UNDP has also played a key role in putting in place the new legislation framework, organizing elections of local authorities and building the capacity of local leaders and technicians. Over the last 2 years, UNDP has provided TA for the drafting of the Rwanda Decentralization Strategic Framework (RDSF) and the new Decentralization Implementation Plan (DIP). UNDP has also funded the decentralization partners’ coordination mechanisms.
