Community Development Support Project of Gicumbi and Rulindo / Projet d'Appui au Developpement Communautaire de Gicumbi and Rulindo (PADC/GR)

Objectives of The PROJECT

The project development objective is « Poverty and food insecurity among Rwandan population has been reduced in a sustainable way » However, the current objective pursued by Projet d'Appui au Development Communautaire de Gicumbi and Rulind (PADC-GR) is « Sustainable community development implemented in Gicumbi and Rulindo Districts ».

EXPECTED OUTCOMES
Output 1: Territorial institutions are strengthened and enabled to assume their roles and responsibilities related to community development, in conformity with the principles of good governance ; Output 2: Efficient and transparent planning system of financing, monitoring and evaluation of community development is defined and implemented by Local Governments; Output 3: Family revenue is increased as a result of public investment in basic infrastructure, diversification of local economy, efficient management measures of productive natural resources; Output 4: The project process stimulates Provincial and national debate related to decentralisation and poverty reduction policies.
ACHIEVMENT

Strengthening and functioning of the decentralized organs and capacity building in planning, implementation, monitoring of community development
Support the finalization of a socio economic baseline study for the districts of Gicumbi, Rulindo and Gakenke
Accomplishment of some basic preparatory activities for social protection program and production of a feasibility study for launching social protection component (conditional cash transfer) within PADC-GR;
Organizing and conducting training in entrepreneurship and business skills" and "professional of business coach" for the benefit of population served by Local Economic Development Agency of the two districts.
Technical support to NDIS for developing a Manual on Public Expenditures Management (PEM for local governments.
Support the finalization of studies on investment follow ups and diagnostics of microfinance sector in Gicumbi and Rulindo.
The establishment and functioning of Local Economic Development Agency for the District;
Organizing and conducting training for district technicians on Geographical Information System and launching of the full mapping of infrastructures in both districts.

FUTURES PLANS
Keeping the tripartite view of the negotiation of a second phase of the project,
Organize the final evaluation of project,
Support NDIS to disseminate the PEM and train local governments,
Enhance the Local Economic Agency in the 2 districts.
MANAGEMENT ARRANGEMENT
A project Coordination Unit is facilitating the process with MINALOC and the District of Gicumbi and Rulindo. The project is a combination of NEX modality (UNDP) and DEX modality (UNCDF and BSF)
