Support Programme
Background
The Decentralization Implementation Programme (DIP) in Rwanda started in 2000 and UNDP has played a key role in supporting the Government and especially the Ministry in charge of Local Governments and Decentralization (MINALOC).
The support aims at developing institutional capacity for the implementation of decentralization. UNDP has also supported the design and the implementation of new administrative structures and management systems in order to maximize local government revenue generation and collection, effectiveness, efficiency, accountability and transparency. As of now, local structures have been put in place, local leaders are regularly elected and almost all legal frameworks are in place. The next challenge is to make all this function in a proper way.
OBJECTIVES
Successful implementation of Rwanda Decentralization Policy contributes to good governance, lasting peace and reconciliation by optimizing community empowerment and participation in poverty reduction and sustainable social, economic, and cultural development. This is possible if the following five strategic areas raised in the RDSF are the focus of the Decentralization Implementation Program and Plans (DIP).
EXPECTES OUTCOMES
1. Decentralization process is efficiently managed and fully embedded in development programs and plans.
2. Citizen effectively participates in local governance and LG resources are managed in an efficient, transparent and accountable manner.

Local Governments efficiently sustain socio-economic development and deliver accessible and affordable quality services that respond to people's needs

Local governments fiscally and financially empowered to fulfill their roles and responsibilities.
5.
A robust M&E system and Management Information System established for effective evaluation of decentralization implementation and informed decision making.

Capacity of national public institutions and local Government in the area of efficient, accountable, and result-oriented service delivery strengthened.
