Capacity Building & Support Public Sector Reform to Ministry of Public Service and Labour (MIFOTRA)

Background

The project aims at improving the effectiveness and the efficiency of the public service through modernization of its structures and systems and through capacity development at the levels: individual, organizational and institutional levels.

The project focuses on the following:

•  Restructuring and modernization of public service
•  Performance evaluation system at individual and institutional level.
•  Re-conversion programmes and credit scheme for retrenched civil servants .
•  Capacity development for the public sector, the private sector and the CSO.
•  Review of the Public Service legal framework
•  Monitoring and evaluation of the public service reform programme.

OBJECTIVES
Strengthen the institutional capacity of RIAM to make it a professional training institution for public servants and other partners, such as the private sector and the civil society;
Improve the skills and competencies of civil servants;
Modernize public service through new management systems and a new organizational culture;
Enhance effectiveness/efficiency, accountability, transparency and responsiveness to Rwandans and foreign partners' needs and aspirations
EXPECTES OUTCOMES

An effective, efficient and result-oriented public service that is responsive to citizens needs

expected OUTPUTS
The restructuring of Government institutions (rightsizing, redeployment and accompanying measures for retrenched staff) is carried out ;
The human resource development and capacity building policy is elaborated and approved;
Jobs description/classification and new grading system designed;
A new salary policy and scale is designed;
Performance evaluation tools and systems developed and approved;
ICT development (computerized pay system, registration etc) policy designed
