Emergency Disaster Coordination and Preparedness - Rwanda

Background

On 12th September 2007, heavy rains occurred in North-West Rwanda and occasioned exceptional floods in Bigogwe and Kanzenze sectors, respectively in Nyabihu and Rubavu Districts, both located in the Western Province. A few week later, new floods occurred in Musanze District.

The floods killed 20 people, destroyed 706 households and directly affected 2.369 individuals. Some roads, bridges, other local infrastructures and 2.500 Ha of cultures were also shattered. 1.573 additional households will have to be relocated to less vulnerable areas and to preserve the fragile Gishwati ecosystem. The medium-term impact on household revenue and local economy is therefore important.

A nearby land of 110 Ha in Nyabihu has been identified to relocate part of the population and arrangements have been made with people living there. Rubavu district is also looking for another available land. Currently, those who have lost their houses in the flooding are in a temporary IDP camp not far from where they will be settled.

The disaster is not a pure accident and occurred in an area, close to North Kivu and in a volcanic region, particularly vulnerable to political instability and natural hazards (recurrent floods), and affected by high demographic pressure. For these reasons, a rapid and sustainable response by the GoR and its partners is needed. Scenarios analyses also demonstrate that the country strongly needs stronger capacities to move out from the vicious circle of reacting once a disaster has occurred.

Expected outputs

UNDP assistance will be focused in coordinating the response to the floods between GoR, agencies, NGOs and Districts and bolstering the capacity of the DMU, key ministries and Districts in Emergency Preparedness and Response (EPR).
There is clear need to conduct rapid and comprehensive assessments to ensure that:
•  Response and early recovery in the flood-affected sectors is well coordinated and responsive to the needs of the people and integrating the environmental dimension.
•  National and local capacities can be properly strengthened (prevention, preparedness and response). Gishwati and Volcanoes are identified as most vulnerable and priority areas.
A consultancy will in particular focus on strengthening national and local essential capacities in contingency planning, including risks and situational analysis, man-made and natural disasters scenarios mapping, response plan, coordination mechanisms, basic information management and reporting. In addition, local capacities will be strengthened in emergency management, reporting and coordination.
Output 1: The DMU, Ministries and districts are provided with technical, logistical and coordination support to manage the disaster under this intervention.
- Local consultancy located in the DMU for one year (coordination, information dissemination, liaison)

Output 2: Detailed population and environmental needs are assessed and a costed recovery plan is available.

MANAGEMENT ARRANGEMENTS

The resources of TRAC-3 Category II are available to enable UN Resident Coordinators to respond without delay to the outbreak of an emergency. In view of the particular need for quick action and as stipulated in the execution guidelines, the UNDP-Rwanda is authorized to use DEX as the preferred and most adequate execution modality for the activities to be carried out under this project.
The DMU will be in charge of the action plan implementation and outputs achievement in close collaboration and coordination with the DMTF. The DMU will also ensure appropriate reporting to the Resident Coordinator
